Analisis Pemenuhan Kebutuhan Munisi Kaliber Kecil (MKK) Dalam Negeri Dengan Metode SWOT

Abstrak
Pemenuhan kebutuhan munisi perorangan pada operasi tempur adalah sangat besar terutama Munisi Kaliber Kecil (MKK). Jumlah munisi operasional harus siap di gudang munisi kesatuan sesuai dengan jumlah prajuritnya dikalikan dengan 3 (tiga) kali munisi bekal pokok (BP) tempur ditambah munisi latihan yang digunakan untuk memelihara dan meningkatkan kemampuan menembak prajurit. Untuk memenuhi kebutuhan pertahanan negara dibutuhkan munisi hingga 1.300 juta butir MKK per tahun yang rencananya sudah diajukan oleh Menteri Pertahanan RI pada awal tahun 2020. PT Pindad (Persero) adalah Badan Usaha Milik Negara Strategis yang merupakan salah satu industri pertahanan nasional yang memproduksi munisi dari bebagai jenis dan kalibernya, termasuk munisi kaliber kecil 5.56 mm standar NATO, yang sampai dengan tahun 2018 hanya mampu memproduksi sebanyak 165 ribu butir MKK per tahun, kapasitas produksi yang sangat kurang untuk memenuhi kebutuhan MKK dalam negeri. Keterbatasan ini disebabkan oleh mesin produksi yang sudah tua dan hampir seluruh bahan bakunya produk impor. Sejak akhir 2019 PT Pindad (Persero) Divisi munisi diperluas prasarana produksinya dan menambah mesin produksinya dengan target penambahan kapasitas menjadi maksimal 275 juta butir MKK per tahun (Warta Pindad, 2019). Penelitian dilakukan menggunakan metode kualitatif dengan bertanya/ konfirmasi (Bukan wawancara) dan diskusi kepada Staf Ahli Bidang Kerjasama KKIP; serta melalui pengumpulan data sekunder dan literatur yang didapat. Data yang ada itu kemudian dapat untuk digunakan didalam menentukan suatu indikator-indikator pada Manufacturing Readiness Level (MRL) yang memenuhi serta melakukan analisa faktor-faktor pada produksi munisi yang menurut metoda SWOT menjadi kekuatan, kelemahan, kesempatan dan ancaman jika supply chain management pada data-data yang ada tersebut diimplementasikan; menggunakan suatu metoda yaitu metoda analisis SWOT. Dari hasil pengolahan data yang sudah di analisis menjelaskan bahwa fenomena lemahnya Chain Supply Industri Pertahanan Indonesia memang ada tapi akan dapat diminimlisir. Selanjutnya, kesimpulan yang didapatkan melalui analisis SWOT yaitu: mengajukan saran yang ditujukan kepada kepada pemerintah untuk dapat mendukung setiap langkah yang diterapkan.supply chain management.

Abstract
The fulfillment of individual munitions needs in combat operations is very large, especially Small Caliber Munitions (MKK). The number of operational munitions must be ready in the unitary munitions warehouse in accordance with the number of soldiers multiplied by 3 (three) times basic combat ammunition (BP) plus training munitions used to maintain and improve the shooting ability of soldiers. To meet the country's defense needs, up to 1,300 million MKK rounds per year are needed which are planned to have been proposed by the Indonesian Minister of Defense in early 2020. PT Pindad (Persero) is a Strategic State-Owned Enterprise which is one of the national defense industries that produces munitions of various types and calibers, including small caliber 5.56 mm NATO standard munitions, which until 2018 were only able to produce as many as 165 thousand MKK rounds per year. years, the production capacity is very less to meet the needs of domestic MKK. This limitation is caused by old production machines and almost all of the raw materials are imported products. Since the end of 2019 PT Pindad (Persero) the munitions division has expanded its production infrastructure and added its production machines with a target of increasing capacity to a maximum of 275 million MKK grains per year (Warta Pindad, 2019). The research was conducted using a qualitative method by asking/confirming (not interviewing) and discussing with the Expert Staff for Cooperation in KKIP; as well as through the collection of secondary data and literature obtained. The existing data can then be used in determining an indicator at the Manufacturing Readiness Level (MRL) that meets and analyzes the factors in the production of munitions which according to the SWOT method are strengths, weaknesses, opportunities and threats if supply chain management on the data -the existing data is implemented; using a method, namely the SWOT analysis method. From the results of data processing that has been analyzed, it is explained that the phenomenon of the weakness of the Indonesian Defense Industry Supply Chain does exist but can be minimized. Furthermore, the conclusions obtained through the SWOT analysis are: submit suggestions addressed to the government to be able to support each step that is implemented. supply chain management.
