Analisis Penanganan Unit Lost And Found Dalam Kasus Damage Baggage Pada Saat Tiba Di Arrival Station Bandar Udara Tjilik Riwut Palangkaraya Periode Agustus-Oktober 2021

Abstrak
Industri penyedia layanan jasa Ground Handling berupaya menaikan mutu, terutama sarana dan pelayanan guna memenuhi kebutuhan penumpang. Berbagai macam metode dilakukan guna memperoleh keyakinan dan kepuasan penuh dari penumpang yang mempunyai keperluan akan jasa layanan transportasi udara. Penyimpangan layanan bagasi penumpang biasanya terjadi pada saat penumpang tiba di bandar udara tujuan atau pada saat Post Flight Services. Penelitian ini bertujuan untuk mengetahui proses dari penanganan dari Damage Baggage pada Bandar Udara Tjilik Riwut Palangkaraya dan faktor penyebab terjadinya kasus Damage Baggage pada Bandar Udara Tjilik Riwut Palangkaraya. Penelitian ini menggunakan jenis peneltian kualitatif yang pengambilan datanya bersumber dari data penumpang yang mengalami kerusakan bagasi pada saat tiba di Bandar Udara Tjilik Riwut Palangkaraya. Sumber kedua berasal dari penggalian sumber data melalui wawancara secara semi terstruktur kepada narasumber Supervisor unit Lost and Found dan Assistant Operational unit Lost and Found. Selain itu, data dalam penelitian ini dilengkapi dengan observasi dan dokumentasi berupa pengambilan gambar yang bertujuan sebagai penguat data penelitian. Berdasarkan hasil penelitian, maka diketahui bahwa prosedur penanganan dari Damage Baggage yang dilakukan oleh unit Lost And Found adalah memeriksa seta mendata kerusakan dari bagasi penumpang ke dalam PIR (Property Irregularity Report) rangkap 3 (putih, merah, dan hijau) yang kemudian ditanda-tangani oleh penumpang serta staf dari unit Lost And Found. Jika ditemukan atau terdapat kasus yang menyatakan penumpang berhak mengajukan kompensasi atas kerusakan bagasi yang didapatkan. Faktor terjadinya kerusakan bagasi disebabkan oleh perlakuan petugas yang kurang hati-hati dalam proses pengangkutan dari Make Up Area menuju Compartment Area, selain itu juga diketahui bahwa berat, isi, serta label dari bagasi penumpang tidak sesuai peraturan yang telah ditetapkan oleh maskapai penerbangan.

Abstract
The Ground Handling service provider industry seeks to improve quality, especially facilities and services to meet passenger needs. Various methods are used to obtain full confidence and satisfaction from passengers who have a need for air transportation services. Passenger baggage service deviations usually occur when passengers arrive at the destination airport or at Post Flight Services. This study aims to determine the process of handling Damage Baggage at Tjilik Riwut Airport, Palangkaraya and the factors causing the Damage Baggage case at Tjilik Riwut Airport, Palangkaraya. This study uses a type of qualitative research whose data collection is sourced from data on passengers who experience baggage damage upon arrival at Tjilik Riwut Airport, Palangkaraya. The second source came from extracting data sources through semi-structured interviews with the supervisor of the Lost and Found unit and the Assistant Operational of the Lost and Found unit. In addition, the data in this study is equipped with observations and documentation in the form of taking pictures which aim to strengthen the research data. Based on the results of the research, it is known that the procedure for handling Damage Baggage carried out by the Lost And Found unit is to check and record the damage from passenger baggage into PIR (Property Irregularity Report) in 3 copies (white, red, and green) which is then signed by passengers and staff from the Lost And Found unit. If it is found or there is a case where the passenger has the right to apply for compensation for damage to the baggage obtained. The factor of baggage damage was caused by the careless treatment of officers in the transportation process from the Make Up Area to the Compartment Area, besides that it was also known that the weight, contents, and labels of passenger baggage did not comply with the regulations set by the airline.
