Abstrak

Wilayah laut Indonesia memiliki makna yang sangat penting  dalam pembangunan nasional, dengan konfigurasi wilayah dua pertiga wilayah lautan dan sepertiga daratan. Sehingga laut dengan segala aspek kehidupannya memegang peranan penting dalam pembangunan nasional. Konsep Indonesia sebagai poros maritim dunia yang ditopang 5 pilar kebijakan utama berupa integritas wilayah yurisdiksi; menjaga pertahanan dan keamanan; memastikan keselamatan; pengelolaan sumber daya secara bertanggung jawab; serta memproyeksikan kepentingan nasional dengan menerapkan Good Goverment disetiap aspek dan institusi terkait dalam pembangunan sektor maritim di Indonesia, dihadapkan dengan keamanan nasional. Oleh karena itu peneliti melihat korelasi pembangunan maritim dalam mendukung poros maritim dunia dengan latar belakang sejarah dan kondisi geografi yang dimiliki bangsa Indonesia, beberapa perairan diwilayah Indonesia sebagian besar masih merupakan wilayah pertahanan maritim berupa area medan ranjau di wilayah perairan dengan potensi bahaya ranjau ex perang dunia II. Adapun tujuan penelitian ini adalah mengetahui pelaksanaan jaminan keamanan dan keselamatan pengembangan pembangunan maritim dari bahaya ranjau laut ex perang dunia II dan implementasi peperangan Ranjau yang telah dilaksanakan dalam mendukung pembangunan maritim di Indonesia.

Abstract

Indonesia’s maritime territory has a very important meaning in terms of national development, with a configuration of two-thirds of the ocean and one-third of the land area. Thus, the sea with all aspects of its life plays an important role in national development. The concept of Indonesia as the world's maritime axis supported by 5 main policy pillars in the form of territorial integrity of jurisdiction; maintain defense and security; ensure safety; responsible management of resources; as well as projecting the national interest by implementing Good Governance in every aspect and related institution in the development of the maritime sector in Indonesia, is now facing national security. Therefore, the researcher looks at the correlation of maritime development in supporting the world's maritime axis with the historical background and geographical conditions maritime territory of Indonesia, some of the waters in the territory of the country are still largely maritime defense areas in the form of minefield areas with the potential danger due to ex-war mines during World War II. The purpose of this study is to determine the implementation of security and safety guarantees, the maritime development from the dangers of sea mines ex World War II and the implementation of Mine Warfare (Mine Counter Measures) that have been implemented to support maritime development in Indonesia.
