ASEAN Our Eyes Initiative merupakan terobosan dan tindak lanjut dari pertemuan ASEAN Defense Minister’s Meeting untuk mengatasi ancaman terorisme di kawasan Asia Tenggara. Kerjasama tersebut diinisiasi oleh Indonesia sebagai wadah bagi negara–negara anggota ASEAN untuk melakukan pertukaran informasi intelijen strategis dalam upaya deteksi dini ancaman terorisme. Dalam perkembangannya, pertukaran informasi strategis tidak dapat dilepaskan dari adanya isu ketidakpercayaan antarnegara, perbedaan budaya organisasi antarnegara, hingga persaingan birokrasi antar lembaga di masing-masing negara. Penelitian ini dianalisis menggunakan teori Kepemimpinan Strategis dan juga Keamanan Kolektif untuk melihat upaya Indonesia dalam menyatukan pandangan negara anggota kerjasama. Dengan menggunakan metode kualitatif, penelitian ini menunjukkan bahwa peran kepemimpinan Indonesia merupakan kunci untuk membawa ASEAN Our Eyes Initiative menjadi platform kerja sama yang efektif untuk menanggulangi angka terorisme yang tinggi di Asia Tenggara.

Abstract

The ASEAN Our Eyes Initiative is a breakthrough and a follow-up to the ASEAN Defense Minister's Meeting (ADMM) to address the threat of terrorism in the Southeast Asian region. This collaboration was initiated by Indonesia as a forum for ASEAN member countries to exchange strategic intelligence information as an early warning system. The exchange of strategic information leads to a consequence of confidence-building between countries, differences in organizational culture between countries, and bureaucratic competition between institutions in each country. This study will be analyzed with the theory of Strategic Leadership and Collective Security to see Indonesia's efforts to unify the views of member countries of cooperation. Using a qualitative method, this research portrays that Indonesia's leadership is a key role in bringing the ASEAN Our Eyes Initiative into an effective cooperation platform for counter-terrorism efforts in Southeast Asia.
