Analisis Pembatas Fisik Daerah Keamanan Terbatas pada Unit Penyelenggara Bandar Udara Kelas III Dewadaru Karimunjawa

Abstrak
Adanya pengendalian jalan masuk (access control) ke daerah keamanan terbatas tentu bertujuan untuk tidak mudah disusupi orang maupun hewan, melindungi objek vital seperti navigasi atau pembangkit listrik, sebagai penanda batas wilayah yang berada di bawah penguasaan bandar udara, dan melindungi pegawai maupun karyawan. Daerah keamanan terbatas (security restricted area) harus dilindungi dengan pembatas fisik dan selalu diawasi, diperiksa pada selang waktu tertentu dan diberi tanda peringatan (sign board) keamanan penerbangan, pembatasan fisik sebagaimana dimaksud dalam PM 33 tahun 2015 pada perimeter untuk bandar udara domestik harus memenuhi persyaratan, dapat berupa tembok dan/atau pagar, ketinggian cukup dan tidak mudah dipanjat untuk disusup orang, tidak ada celah dari bawah sampai atas untuk disusupi orang, termasuk pemberian teralis pada drainase atau saluran pembuangan air, diberi lampu penerangan pada titik tertentu atau tempat rawan penyusupan, tersedia perawatan perimeter, tersedianya jalan inspeksi, dan dilengkapi pintu darurat. Penelitian ini bertujuan untuk mengetahui apakah pembatas fisik daerah keamanan terbatas telah sesuai dengan ketentuan yang berlaku dan bagaimana langkah yang diambil guna menunjang keamanan daerah keamanan terbatas. Metode penelitian yang digunakan adalah kualitatif dengan menggunakan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Penelitian dilaksanakan pada Unit Penyelenggara Bandar Udara Kelas III Dewadaru Karimunjawa. Hasil penelitian menunjukkan bahwa pagar perimeter masih belum ada perawatan terhadap tumbuhan liar, masih terdapat celah untuk disusupi seseorang dan hewan, pagar perimeter masih ada yang belum dilengkapi dengan kawat berduri dan berfondasi.

Abstract
The existence of access control to a limited security area is of course aimed at preventing people and animals from being easily infiltrated, protecting vital objects such as navigation or power plants, as a marker for the boundaries of areas under airport control, and protecting employees and employees. The security restricted area must be protected with physical barriers and always monitored, checked at certain intervals and given a flight security sign board, the physical restrictions as referred to in PM 33 of 2015 on the perimeter for domestic airports must meet requirements, can be in the form of walls and/or fences, sufficient height and not easy to climb for people to enter, no gaps from bottom to top for people to infiltrate, including providing trellises for drainage or sewers, lighting at certain points or vulnerable areas intrusion, perimeter maintenance available, inspection road available, and equipped with emergency exits. This study aims to determine whether the physical boundaries of the limited security area are in accordance with the applicable provisions and how steps are taken to support the security of the limited security area. The research method used is qualitative by using data collection techniques in the form of observation, interviews, and documentation. The research was carried out at the Dewadaru Karimunjawa Class III Airport Operator Unit. The results showed that the perimeter fence still has no treatment for wild plants, there are still gaps for people and animals to infiltrate, there are still perimeter fences that have not been equipped with barbed wire and have a foundation.
