PERCEPATAN PEMBANGUNAN SEBAGAI PENUNJANG KEMAJUAN DI DAERAH PAPUA

Abstrak
Dalam edisi khusus buletin kami tentang Papua yang terbit pada bulan November 2011, DTE telah memaparkan sejarah panjang dan kelam tentang eksploitasi sumber daya dengan pendekatan dari atas ke bawah (top-down) di Papua. Saat ini, serangkaian rencana pembangunan baru tengah disorongkan, di bawah upaya pemerintah mencakup seluruh Indonesia untuk mempercepat pembangunan (Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia (MP3EI)) yang diluncurkan tahun lalu. Serangkaian rencana tambahan khusus untuk Papua kini dipromosikan oleh Unit Percepatan Pembangunan Papua dan Papua Barat (UP4B), yaitu sebuah unit khusus untuk percepatan pembangunan di Tanah Papua. Pemerintah berharap bahwa UP4B akan berhasil tidak seperti  Otonomi Khusus yang gagal dan menyepelekan seruan untuk menangani masalah status politik Papua. Namun dengan masih berlanjutnya kekerasan yang dilakukan negara dan tekanan politik berarti dalam keadaan sekarang ini misi itu sulit mencapai keberhasilan.

Abstract
In a special edition of our newsletter on Papua published in November 2011, DTE has outlined a long and dark history of resource exploitation with a top-down approach in Papua. Currently, a series of new development plans are being rolled out, under the efforts of the government covering the whole of Indonesia to accelerate development (Master Plan for Acceleration and Expansion of Indonesia's Economic Development (MP3EI)) launched last year. A series of additional plans specifically for Papua are now promoted by the Papua and West Papua Development Acceleration Unit (UP4B), which is a special unit for accelerating development in the Land of Papua. The government hopes that the UP4B will succeed unlike the failed Special Autonomy and softens calls to address papua's political status issues. But with the continued violence committed by the state and political pressure means that in the current state of the mission it is difficult to achieve success.
