Optimalisasi PT Dirgantara Indonesia Guna Mendukung Aset Helikopter Maritime Task Force UNIFIL

Abstrak
Tujuan dari penelitian ini adalah untuk menganalisis permasalahan dalam pengerahan aset helikopter kontingen Garuda MTF UNIFIL terkait ketidakpatuhan terhadap persyaratan helikopter berdasarkan Letter of Assist (LoA) yang dikeluarkan oleh MTF UNIFIL. Selain itu, penelitian ini juga bermaksud untuk memberikan masukan kepada pimpinan TNI AL dalam bentuk pemikiran/gagasan dalam mengoptimalkan industri pertahanan nasional PT Dirgantara Indonesia untuk mendukung pengembangan aset helikopter TNI-AL yang dapat memenuhi kriteria kemampuan operasional yang dibutuhkan dalam misi pemeliharaan perdamaian PBB. Penelitian ini menggunakan metodologi penelitian kualitatif. Metode penelitian ini menggunakan metode analisis pemecahan masalah dengan melakukan pembobotan dan pemeringkatan pada External Factor Analysis Summary (EFAS) dan Internal Factor Analysis Summary (IFAS) untuk mendapatkan diagram SWOT organisasi sehingga dapat merumuskan kebijakan dan strategi. Hasil analisis SWOT PT Dirgantara Indonesia terhadap isu ini menunjukkan bahwa kuadran SWOT PT Dirgantara Indonesia berada di kuadran SWOT I Strength-Opportunity (SO), yang mendukung strategi agresif. Oleh karena itu, Kementerian Pertahanan dan TNI AL perlu memberdayakan PT Dirgantara Indonesia untuk menyiapkan peralatan pendukung helikopter MTF UNIFIL agar memenuhi kriteria yang tertera di LoA.

Abstract
The purpose of this study was to analyze the problems in deploying the assets of the Garuda MTF UNIFIL contingent helicopter related to the non-compliance with the helicopter requirements based on the Letter of Assist (LoA) issued by the UNIFIL MTF. In addition, this research also intends to provide input to the leadership of the Indonesian Navy in the form of thoughts/ideas in optimizing the national defense industry of PT Dirgantara Indonesia to support the development of TNI-AL helicopter assets that can meet the operational capability criteria needed in UN peacekeeping missions. This study uses a qualitative research methodology. This research method uses a problem-solving analysis method by carrying out weighting and rating on External Factor Analysis Summary (EFAS) and Internal Factor Analysis Summary (IFAS) to obtain a SWOT diagram of the organization so that it can formulate policies and strategies. The results of PT Dirgantara Indonesia's SWOT analysis on this issue show that PT Dirgantara Indonesia's SWOT quadrant is in the SWOT I Strength-Opportunity (SO) quadrant, which supports an aggressive strategy. Therefore, the Ministry of Defense and the Indonesian Navy need to empower PT Dirgantara Indonesia to prepare supporting equipment for the UNIFIL MTF helicopter so that it meets the criteria stated in the LoA.
