Penelitian ini membahas tentang peran Association of South East Asian Nations (ASEAN) dalam menangani masalah keamanan di kawasan Asia Tenggara, terutama dalam mengatasi ancaman terorisme yang semakin meningkat. Pembentukan ASEAN pada tahun 1967 didasari oleh keinginan untuk melakukan kerjasama di berbagai bidang, termasuk ekonomi dan keamanan. Namun, prinsip non-intervensi masih menjadi kendala dalam pelaksanaannya. Meskipun ASEAN telah mengadakan berbagai pertemuan dan menghasilkan beberapa kesepakatan, tetapi kasus terorisme masih sering terjadi di kawasan tersebut. Oleh karena itu, pada tahun 2003 Indonesia mengajukan saran kepada ASEAN untuk membentuk ASEAN Peacekeeping Force, namun hal ini tidak mendapat perhatian khusus di antara anggota ASEAN itu sendiri. Baru-baru ini, terjadi serangkaian bom dan serangan teroris di Indonesia yang semakin menguatkan tuntutan untuk ASEAN agar berperan lebih besar dalam menyelesaikan masalah ini. ASEAN diharapkan dapat makin memperkuat kerjasama antar anggotanya khususnya dibidang keamanan kawasan untuk mengatasi tantangan transnasional yang semakin kompleks dan Indonesia dapat berperan sebagai leading sector dalam agenda pembentukan Counter Terrorism and Peacekeeping Task Force di kawasan ASEAN.

Abstract

This research discusses the role of the Association of South East Asian Nations (ASEAN) in addressing security issues in the Southeast Asian region, particularly in dealing with the increasing threat of terrorism. The formation of ASEAN in 1967 was driven by the desire to cooperate in various fields, including economy and security. However, the principle of non-intervention remains a constraint in its implementation. Despite ASEAN holding various meetings and producing several agreements, terrorism cases still frequently occur in the region. Therefore, in 2003, Indonesia proposed the establishment of an ASEAN Peacekeeping Force, but this did not receive significant attention among ASEAN members themselves. Recently, there have been a series of bombings and terrorist attacks in Indonesia, further emphasizing the demand for ASEAN to play a larger role in resolving this issue. ASEAN is expected to strengthen cooperation among its members, particularly in the field of regional security, to address increasingly complex transnational challenges, and Indonesia can take the lead in the establishment of the Counter Terrorism and Peacekeeping Task Force within the ASEAN region.
