Peran Pemerintah Dalam Mengatasi Pungutan Liar di Pelayanan Publik Provinsi Bali

Abstrak
Pungutan liar merupakan perbuatan yang dilakukan oleh seseorang atau pegawai negeri atau pejabat negara dengan cara meminta pembayaran sejumlah uang yang tidak sesuai atau tidak berdasarkan peraturan yang berkaitan dengan pembayaran tersebut. Hal ini disamakan dengan perbuatan pemerasan. Pungutan liar merupakan Tindakan pidana yang sering terjadi di kalangan masyarakat terutama di sektor pelayanan publik. Pungutan liar terjadi karena praktek kekuaasan yang monopolistik dengan peluang untuk melakukan Tindakan diskresi yang cukup besar, tetapi tidak ada pengawasan yang memadai dan tidak dilandasi suatu aturan legal yang mengaturnya.

Abstract
Illegal levies are acts committed by a person or civil servant or state official by asking for payment of an amount of money that is not appropriate or not based on the regulations relating to such payment. This is equated with extortion. Illegal levies are criminal acts that often occur among the community, especially in the public service sector. Illegal levies occur because of monopolistic power practices with ample discretionary opportunities, but no adequate supervision and not based on a legal rule that governs them.
