Urgensi Lembaga Non Struktural Dalam Mewujudkan Good Governance

Abstrak
Amandemen Undang Undang Dasar 1945 bertujuan untuk mewujudkan negara yang lebih demokratis, modern dan sejahtera. Untuk itu perlu diciptakan penyelenggarakan pemerintahan Negara yang mendasarkan pada asas-asas pemerintahan yang baik (good governance). Lembaga Negara non structural memiliki peran yang penting dalam mewujudkan good governance, karena sebagai lembaga negara yang independen dan otonom memiliki fungsi pengawasan/monitoring dalam mendukung penyelenggaraan pemerintahan yang baik. Oleh sebab itu, penelitian ini berfokus pada urgensi lembaga non struktural dalam mewujudkan good governance. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan juridis normatif. Hasil penelitian menunjukkan bahwa keberadaan lembaga negara non struktural menjadikan terselenggaranya good governance menjadi lebih efektif mengingat lembaga ini bersifat independen dan otonom dalam fungsinya mengakomodasi tuntutan dinamika kehidupan bermasyarakat, berbangsa dan bernegara dan menjaga interaksi yang proporsional antara ketiga aktor pemerintahan, yaitu: pemerintah, sektor swasta dan masyarakat.

Abstract
Amendment to the 1945 Constitution aims to create a more democratic, modern and prosperous country. For this reason, it is necessary to create a state government that is based on the principles of good governance. Non-structural State Institutions have an important role in realizing good governance, because as independent and autonomous state institutions have a supervisory/monitoring function in supporting good governance. Therefore, this study focuses on the urgency of non-structural institutions in realizing good governance. The research method used is a qualitative method with a normative juridical approach. The results show that the existence of non-structural state institutions makes the implementation of good governance more effective considering that these institutions are independent and autonomous in their functions to accommodate the demands of the dynamics of social, national and state life and maintain a proportional interaction between the three government actors, namely: the government, the private sector. and society.
