Analisa Konflik Lingkungan Hidup pada Program Food Estate di Kalimantan Tengah ditinjau dari Perspektif Nationally Determined Contribution (NDC)

Abstrak
Nationally Determined Contribution (NDC) adalah sebuah alat kebijakan yang bertujuan untuk mengurangi emisi gas rumah kaca. Kebijakan ini sejalan dengan hasil dari Kesepakatan Paris yang disahkan pada tanggal 12 Desember dan diakui melalui Undang-Undang No. 16 Tahun 2016 tentang Ratifikasi Kesepakatan Paris terhadap Kerangka Kerja Konvensi Perubahan Iklim Perserikatan Bangsa-Bangsa. Selama masa pandemi Covid-19, pemerintah memulai Program Peningkatan Penyediaan Pangan di Provinsi Kalimantan Tengah sebagai bagian dari Program Strategis Nasional (PSN) melalui Program Pengembangan Kawasan Sentra Produksi Pangan (Food Estate) yang berlangsung dari tahun 2020 hingga 2024.. Metode yang dipakai ialah penelitian kualitatif. Artikel ini akan menganalisa konflik lingkungan hidup pada program Food Estate di Kalimantan Tengah yang akan ditinjau dari perspektif Nationally Determined Contribution (NDC) serta bagaimana kebijakan yang diterapkan dalam program Food Estate di kawasan hutan. Adapun artikel ini berfokus pada Program Food Estate yang dinilai tidak sesuai dengan komitmen NDC karena dapat meningkatkan resiko deforestasi secara masif, ekosistem lahan gambut, musnahnya flora dan fauna karena mengonversi hutan menjadi lahan pertanian.

Abstract
Nationally Determined Contributions (NDC) represent a policy instrument aimed at reducing greenhouse gas emissions. This policy aligns with the outcomes of the Paris Agreement ratified on December 12, as enshrined in Law No. 16 of 2016 concerning the Ratification of the Paris Agreement to The United Nations Framework Convention on Climate Change. Amidst the Covid-19 pandemic, the government launched the Food Provision Enhancement Program in Central Kalimantan Province as a National Strategic Program (NSP) through the Food Estate Development Program from 2020 to 2024. The method used is qualitative research. This article will analyze environmental conflicts in the Food Estate program in Central Kalimantan which will be reviewed from the perspective of Nationally Determined Contribution (NDC) and how policies are implemented in the Food Estate program in forest areas. This article focuses on the Food Estate Program which is considered not in accordance with NDC commitments because it can increase the risk of massive deforestation, peatland ecosystems, loss of
flora and fauna due to converting forests to agricultural land.
