PERAN PPP-PTK DALAM PENINGKATAN KUALITAS GURU PPKN

Abstrak
Penelitian ini yang pertama bertujuan untuk mengetahui peranan pusat pengembangan pemberdayaan pendidik dan tenaga kependidikan Malang dalam peningkatan kualitas pembelajaran guru PPKn. Kedua ingin mengetahui proses pembelajaran yang dilakukan PPPPTK Malang dalam peningkatan kualitas guru PPKn. Penelitian ini dilakukan di Gedung PPPPTK PPKn Malang yang bertempat di desa Pendem, Kecamatan Junrejo, Kabupaten Batu, Jawa Timur. Penelitian ini menggunakan pendekatan kualitatif, sebagaimana prosedur penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari satu subjek atau narasumber yang dapat diamati. Pendekatan ini diharapkan mampu menyesuaikan realita di lapangan dengan mengumpulkan data secara langsung di lapangan melalui observasi, wawancara dan, dokumentasi. Subjek yang diteliti adalah kepala bidang program dan informasi PPPPTK Malang. Hasil penelitian ini menyimpulkan bahwa PPPPTK PPKn malang berperan untuk memberdayakan dan mengembangkan pendidik dan tenaga kependidikan, dengan melaksanakan pendidikan dan pelatihan guru PPKn untuk jenjang SMP, dan SMA, pelatihan Kepala Sekolah, pelatihan bagi instruktur nasional dan guru untuk kurikulum 2013 dan program PKB, pelatihan instruktur mata pelajaran PPKn, pendidikan pelatihan online, dan peningkatan kompetensi pembelajaran. Proses pembelajaran yang dilakukan PPPPTK PPKn malang menggunakan pembelajaran andragogy yaitu orang dewasa, seperti cerama, tugas-tugas, dan praktek. PPPPTK PPKn melaksanakan program pengembangan dan pemberdayaan yaitu: peningkatan kompetensi guru, peningkatan kompetensi pedagogi, peningkatan kompetensi professional, inovasi pembelajaran, penulisan soal HOTS, penulisan karya tulis ilmiah, penguatan pendidik karakter, dan pemberdayaan MGMP.

Abstract
The first study aims to determine the role of the development center for empowering educators and Malang education staff in improving the quality of learning for PPKn teachers. Secondly, they want to know the learning process conducted by Malang PPPPTK in improving the quality of PPKn teachers. This research was conducted at the PPPPTK PPKn Malang Building located in Pendem village, Junrejo Subdistrict, Batu Regency, East Java. This study uses a qualitative approach, as research procedures that produce descriptive data in the form of written or oral words from one subject or source that can be observed. This approach is expected to be able to adjust reality in the field by collecting data directly in the field through observation, interviews and documentation. The subjects studied were the head of the Malang PPPTK program and information field. The results of this study concluded that the poor PPPPTK PPKn had the role of empowering and developing educators and education staff, by implementing PPKn teacher education and training for elementary, middle and high school levels, training Principals, training natio nal instructors and teachers for the 2013 curriculum and PKB programs , training of PPKn subject instructors, online training education, and improvement of learning competencies. The learning process carried out by the poor PPPTn PPPTK uses andragogy learning, namely adults, such as cerama, assignments, and practice. PPPPTK PPKn implements development and empowerment programs, namely: increasing teacher competency, increasing pedagogical competence, enhancing professional competencies, learning innovations, writing HOTS questions, writing scientific papers, strengthening character educators, and empowering MGMP.
