Implementasi Vaksinasi Covid-19 Bagi Narapidana di Lapas Kelas 1 Bandar Lampung

Abstrak
Warga binaan memang merupakan seseorang yang telah melanggar hukum. Namun tidak berarti bahwa hak-hak asasi yang melekat pada dirinya hilang dan dapat diperlakukan secara tidak manusiawi oleh pihak lain untuk menebus kesalahannya. Warga binaan pemasyarakatan (WBP) atau penghuni rutan dan lapas di Indonesia termasuk di tempat-tempat penahanan bukan rutan/lapas harus menjadi bagian dari prioritas pemberian vaksin, tidak hanya untuk petugas. Metode penelitian yang digunakan dalam penelitian skripsi ini ialah pendekatan yuridis normatif dan pendekatan empiris. Pengumpulan data berdasarkan studi kepustakaan dan studi lapangan.Pelaksanaan program vaksinasi covid-19 di Lapas Kelas IA Bandar Lampung sudah optimal dan diharapkan komunitas narapidana dan tahanan dapat membentuk kekebalan imunitas dalam suatu kelompok atau yang biasa disebut herd immunity. Sehingga, penularan virus covid-19 di Lapas dapat ditekan. Kendala dalam pelaksanaan pemberian Vaksin Covid-19 di Lapas Kelas 1 Bandar Lampung antara lain yaitu Narapidana dan tahanan tidak memiliki Kartu Tanda Penduduk (KTP) atau Nomor Induk Kependudukannya tidak tercatat di bagian register Lapas Kelas IA Bandar Lampung; Narapidana dan tahanan enggan untuk di suntik vaksinasi; Narapidana dan tahanan memiliki riwayat penyakit ataupun tidak memenuhi standard kesehatan yang telah ditetapkan.

Abstract
The inmates are indeed someone who has violated the law. However, it does not mean that the human rights attached to him are lost and can be treated inhumanely by other parties to make amends for their mistakes. Correctional inmates (WBP) or inmates of detention centers and prisons in Indonesia, including those in non-rutan/prison detention places, must be part of the priority in administering vaccines, not only for officers. The research method used in this thesis research is a normative juridical approach and an empirical approach. Data collection is based on literature studies and field studies. The implementation of the covid-19 vaccination program at the Class IA prison in Bandar Lampung is optimal and it is hoped that the inmates and prisoners community can form immunity in a group or what is commonly called herd immunity. Thus, the transmission of the Covid-19 virus in prisons can be suppressed. Obstacles in administering the Covid-19 Vaccine at Class 1 Lapas Bandar Lampung, among others, are prisoners and detainees who do not have an Identity Card (KTP) or their Population Identification Number is not recorded in the register section of the Class IA prison in Bandar Lampung; Inmates and prisoners are reluctant to be vaccinated; Inmates and detainees have a history of illness or do not meet established health standards.
